A proposal to buy 440-acres of land

For the purpose of building a town to provide housing for human beings experiencing homelessness in the City and County of Los Angeles.

The plan would have the DAO incorporate a town called ANGEL'S LIGHT and develop a sustainable community consisting of approximately 16,920 residential units, to house people who are experiencing and/or at risk of falling into homelessness.

There would also be approximately 410,000 square feet of [frontage] retail storefront space, and 1,780,000 square feet of industrial and office space; which would be offered for lease, in order to provide monthly revenue, and, an exit strategy for the [stakeholders] DAO members.

In addition, sustainable infrastructure that would include a 160,000 square foot technology hub and Bitcoin Mining Center, together with a 30-acre solar farm for clean energy production to power the town, as well as, the ongoing mining of Bitcoin; and additionally, transportation, logistics, recycling, waste water treatment and sanitation facilities to service the town and its residents.

We apply modern day American ingenuity to a problem which for decades, any true and viable solution has proven elusive; that continues out of control, to the point where it has become self evident, touching the life of everyone in some manner.

To put into practice on a massive scale, thoughtful, innovative solutions which are considerate and respectful of human dignity. Community Action Plan

1. Treatment, Counseling and Support.
Empower the millions of people who are currently living below the poverty line throughout the City and County of Los Angeles, with tools, information, education, training, assistance, substance abuse treatment, behavioral health counseling and support services, as determined by the necessity of each individual's present experience, with the goal that every single person who is living in poverty today would have a personal roadmap out of poverty and could begin the process of extricating themselves immediately.

2. New Beginnings.
Target the entire segment of the population who currently lives below the poverty line with a core group of services that encompass a broad range of individual conditions and experience. Function as the starting point for human beings on their personal journey out of poverty.

3. Opportunity.
Position our Decentralized Autonomous Organization to be inclusive of all cases, regardless of the level of poverty or severity of personal human tragedy; specifically, by directly providing seventeen (17) core community services, with client intake carried out at the departmental level, on a case-by-case basis, according to each individual set of circumstances and personal conditions.

4. Economic Equality DAPP.
Provide automated information systems on a massive scale in the form of a Decentralized Application (DAPP) designed to help users access core services, as well as, to complete applications and fulfill the requirements associated with obtaining government documents and services. Including, but not limited to:

  • DMV;
  • Social Security;
  • Veteran's Administration;
  • MediCal;
  • MedicAid;
  • MediCare;
  • Mental Health Services;
  • Disability;
  • SNAP;
  • County Social Services;
  • Additional services as needed (user has the capability to enter and apply for any unlisted service);

With all the tools available from a single interface, users are empowered to initiate actions on demand, while in the event of follow-up, verification, compliance or notification, communication with government agencies occurs instantaneously.

5. Technical Support.
Maintain necessary operational support infrastructure, consisting of:

  • Knowledge base library with step-by-step do it yourself tutorials;
  • Multi-tier trouble ticket support with instant live chat for hands-on assistance using the system;
  • Public user forum and community network offering additional resources.

6. Call Center.
Operate call center and support infrastructure, available 24/7/365, where existing clients can call at any time to obtain direct assistance with personal matters, and instantly be connected to a human being earning a living wage, who will immediately route the call appropriately. People who need to obtain services, can dial a toll free hotline, instantly be connected with a human being who has been specially trained to perform a two-minute intake screening, to determine which department is best suited to provide services; then route the call to a live case worker in that department, who will continue the intake process, start a personal action plan and complete the onboarding procedure.

7. Public Relations.
Inform the public at large on matters pertaining to income inequality and the existing economic divide.

8. Corporate Governance.
Educate C-level executives, directors, and corporate stakeholders on issues pertaining to human poverty, substance abuse, and mental health. Why the real-life consequences of income inequality are everybody's problem. How practicing economic equality now through corporate governance, can strengthen the growth of markets; as well as, their company's bottom-line, stock valuation and market capitalization.

9. Free of Charge.
Offer core services, online tools, technical support, personal action plan, and personal roadmap, together with all ancilliary resources, free of charge, to any person who has fallen into the vicious cycle of poverty. To include without distinction, any human being entangled in the justice system, who may require legal defense, reinstatement of probation, alternative sentencing, post conviction relief, deportation defense, legalization of immigration status, and/or any combination thereof.

10. Equality Army.
In order to accomplish each of the above-stated objectives, the DAO plans to buy land and build a town. Where thousands of human beings would be pulled out of unemployment, homelessness, and the vicious cycle of poverty. They would receive clean, decent housing and a good job, earning a living wage, performing an important function, vital to the town operations, or to completing the above-described work as contained in this mission statement. Among the stakeholders and residents, everyone has something to contribute and every person is welcome to find the best place where they can contribute to our mutual accomplishment of this huge undertaking.

A VIABLE SOLUTION

Actions Speak Louder than Words

ANGEL'S LIGHT [USD $8.25-BILLION]

This is a proposal to purchase the 440-acre property located at 1201 Enchanted Hills Road, Acton, CA 93510, in the County of Los Angeles, which is listed for sale at two-million, five-hundred thousand dollars ($2,500,000.00 USD). For the purpose of providing housing for the human beings experiencing homelessness in the City and County of Los Angeles.

The plan would have the DAO incorporate a town called ANGEL'S LIGHT and develop a sustainable community consisting of approximately 16,920 residential units, to house people who are experiencing and/or at risk of falling into homelessness.

There would also be approximately 600,000 square feet of [frontage] retail storefront space, and approximately 2,000,000 square feet of industrial and office space; which would be offered for lease, in order to provide monthly revenue, and, an exit strategy for the [stakeholders] DAO members.

In addition, sustainable infrastructure that would include a 160,000 square foot technology hub and Bitcoin Mining Center, together with a 30-acre solar farm for clean energy production to power the town, as well as, the ongoing mining of Bitcoin; and additionally, transportation, logistics, recycling, waste water treatment and sanitation facilities to service the town and its residents.

The community would be constructed around a civic center square (park) where a town hall with an auditorium and meeting rooms, a 3-star hotel, shops, restaurants, web3-meta[verse]-entertainmentplex (movie theater + gaming, virtual reality), web3 vocational training/retraining career center (co-working space with startup incubator), financial center, k-12 school, worship complex, hospital/medical complex, fire station and police station would be built.

The simple urban plan would divide the 440-acres into 20 different development areas, consisting of approximately 22-acres each, that would be constructed in stages. With approximately ten percent (10%) or two-acres from each development area reserved for street paving and infrastructure, the DAO would invest a approximately $8.2-BILLION USD to develop 20 areas, consisting of 20-acres each, as follows:

1. Civic Center Square - (60-acres)
[$1.05-BILLION]

- 9-acres: Town Square (Park) located in the center [$25M]

- 9-acres: Town Hall, Civic Auditorium, Meeting Rooms and DAO Core-Services Complex [90,000 SQ FT - $90M]

- 6-acres: Hospital (160K sq ft), Medical Buildings (25K sq ft), 4-story Parking Structure (80K sq ft). [$225M]

- 12-acres: Worship Complex: Church, Synagogue, Mosque, Meditation Sanctuary [120,000 SQ FT - $120M]

- 6-acres: K-12 Charter School [120,000 SQ FT - $120M]

- 6-acres: (Frontage) Commercial, Retail Shopping [120,000 SQ FT - $120M]

- 6-acres: 3-Star Hotel, Retail Shopping, Restaurants, Meta-entertainmentplex [290,000 SQ FT - $290M]

- 3-acres: Fire Station [30,000 SQ FT - $30M]

- 3-acres: Police Station [30,000 SQ FT - $30M]

2. 10,000 [High-Density] Residential Units (40-BUILDINGS X 250-UNITS = 10,000-UNITS) (80-acres)

[COST PER BUILDING OF $40M USD X 40 BUILDINGS = $1.6-BILLION USD]

- The prototype would be a [high-density] three-story apartment building constructed upon one-acre of land that would contain 100,000 square feet of living space, which would then be divided into 250 residential units, each consisting of a 20' x 20' [studio apartment] living space with private bathroom, full kitchen and space-saving washer/dryer in each unit.

- Forty such buildings would be built in and around the 80-acre development area closest to the civic center town square, which would provide housing for 10,000 homeless people, with the most urgent need for services. This group would include homeless senior citizens and single women and men who are unable to work due to a medical condition, physical or psychiatric disability, alcoholism, substance addiction, mental health or other reasons, and who need to be housed within walking distance to the various service providers.

- Each building would be built on a two-acre lot, whereupon the actual building would be built on one-acre, and one-acre would be an outdoor area with benches and picnic tables; where building residents can meet and gather, play games (chess, dominoes, etc.) or just meditate while sitting on a bench.

- The Forty apartment buildings would be constructed throughout the 80-acre development area in such a way that the one-acre outdoor space of each building, would connect with the outdoor space of the next; creating a seamless, contiguous (park-like) outdoor area that would be comprised of 40-acres, from each building's outdoor space, where a walking path and fitness course could be built.

3. 5,000 Medium-Density (40-BUILDINGS X 125-UNITS = 5,000-UNITS) (80-acres)
[COST PER BUILDING OF $40M USD X 40 BUILDINGS = $1.6-BILLION USD]

- Forty additional buildings would then be built in and around the next adjacent 80-acre development area, in such a way that the 40-acre contiguous park formed from the outdoor spaces of the first forty buildings, would be continued for another 40-acres, from the outdoor spaces of the next forty buildings, creating 80-acres of outdoor park space for residents. However, the interior configurations of this group of buildings would be different, in that the 100,000 square feet of living space would be divided into 125 residential units, each consisting of approximately 800 square feet of a [2-bdr, 2-bath] living space with kitchen/dining area, living room and space-saving washer/dryer in each unit.

- Thereby providing housing for 5,000 families, whether single parent or both parents, whom for whatever reason, loss-of-job, illness/injury, lost their living space to gentrification, inflation or some other reason, find themselves experiencing homelessness.

(*Note: Many families in Los Angeles are ending up homeless [due to gentrification], who previously lived in rent controlled housing, paid affordable rent, and, who did in fact, receive substantial monies for relocation expenses from developers (as per city ordinance), to move out of their rent controlled house or apartment. After approximately one-to-three years, when the relocation funds which they receive are consumed by the higher rent they now have to pay, many find themselves facing eviction because they can no longer afford to pay the higher rent - and the trend will likely continue until such time the applicable city ordinances are updated.)

4. 1,920 Low-Density (80X24=1,920 4-bdr, 2.5-bath, townhomes) Residential Units (84-acres)
[$1.8-BILLION USD]

- The prototype would be [low-density] three-story townhouses constructed in rows of six, with four rows per acre, totaling 24 townhouses constructed per one-acre of land; which would provide an additional 36,000 square feet of living space, divided into 24 residential townhouse units, each consisting of a 1,500 square foot, [4-bdr, 2.5-bath] living space with kitchen/dining area, living room, washer/dryer and two car garage in each unit.

- 1,920 such townhouses would be built to provide permanent housing for 1,920 families. This group would include larger families (with more than two children) experiencing or at risk of falling into homelessness, as well as, those with family members who are disabled or have special needs.

[COST PER BUILDING OF $900,000 USD X 1920 BUILDINGS = $1.728-BILLION USD]

- The 1,920 townhouses would be built around an four-acre park, where there would be benches, picnic tables, outdoor barbecues and a large common swimming pool, game room, gymnasium and resident's center, where residents can meet and gather for recreation. [$54M]

5. Silicon Canyon - Technology/Manufacturing/Bitcoin Mining Complex (50-acres)
[$1.6-BILLION]

- 20-acres: Commercial Office Park [$250-MILLION]

The prototype would be a single story office building constructed upon one-acre of land that would contain 25,000 square feet of commercial office space, with approximately 15,000 square feet of parking and outdoor areas. Twenty such buildings would be built in and around the 20-acre development area, which would provide the DAO with 500,000 square feet of office space for leasing purposes.

- 20-acres: Manufacturing Facilities [$300-MILLION]

The prototype would be a single story warehouse and loading dock constructed upon one-acre of land that would contain 30,000 square feet of industrial space, with approximately 10,000 square feet of front parking and outdoor area. Twenty such buildings would be built in and around the 20-acre development area, which would provide the DAO with 600,000 square feet of industrial space for leasing purposes.

- 10-acres: Bitcoin Mining Technology Center [$1.05-BILLION]

Four mid-rise (four-stories, 40,000 sqft per floor) office buildings constructed upon 10-acres of land, that would each contain an additional 160,000 square feet of space, with approximately 240,000 square feet of combined parking and outdoor areas. This would provide the DAO with 640,000 additional square feet of [premium] retail/office space for [Technology-Center] leasing purposes. Wherein, the DAO would occupy 160,000 square feet of space to build its Bitcoin Mining [Data]Center, with the remaining 480,000 square feet for leasing.

*Note. The office buildings would be receive power directly from a 30-acre clean energy farm that would power the town with enough capacity to operate the Bitcoin mining center. The idea of building a Technology Center that would attract tech and web3 companies, offering enough power for them to be able to mine Bitcoin on an ongoing basis, at a scale that would create a meaningful, consistent revenue stream for those companies who become tenants.

6. Infrastructure (46-acres) [$620-MILLION]

- Clean Energy Production: [$50-MILLION]

A 30-acre solar farm capable of producing 5 megawatts of electricity would be constructed at the extreme perimeter of the 440-acre property, enough energy to power the Bitcoin Mining Center at a rate that will enable the DAO to compete with major Bitcoin mining farms.

- 11.2 Miles: Street Paving (40ft-wide) [$15M]

- 72,800 Square Feet: Public Sidewalks (5ft-wide) [$5M]

- 12-acres: EV Charging Stations, Transportation and Logistics Facility [$50M]

- 24-acres: Sanitation, Recycling, Waste Water Treatment Plant [$300M]

- 10-acres: DAO Drive-thru Strip Mall, Order for Pickup (Grab n Go), with Grocery Store, Drug Store, Dollar Store, Restaurants, Dry Cleaners, Other Locally-owned Small Businesses which cater to the community residents; as well as, a Car Wash, Fast-EVCharging/Gas Stations, and automobile service bays that would be occupied by locally owned (formerly homeless) business owners, including, but not limited to, mechanical service and repair shops, colision damage repair (body shops) and specialized service shops (dedicated to providing only oil change, transmission service, EV/Hybrid service, tires, batteries, electronics, etc.) (200,000 SQ FT) [$200M]
