A proposal to decentralize the homeless problem
At its heart, this is a proposal to decentralize the Homeless problem in the United States of America by providing a concrete and tangible model for the City of Los Angeles; which could then be replicated city-by-city across the nation, to achieve a more equitable distribution that would restore human dignity and opportunity for millions of human beings - by way of economic empowerment.
While at the same time, providing tools for the true stake-holders, the residents and business owners throughout the City and County of Los Angeles who find themselves forced to deal with an out of control problem on a daily basis.
These stakeholders are the taxpayers who provide all public funds, yet whom are relegated to watch from the sidelines, as the "Government" pours hundreds of millions of their tax dollars into programs where many good people are doing a lot of good work.
However, when facing an ever-increasing problem of such magnitude and proportion, the combined efforts of existing programs could never amount to more than band-aid solutions, which help to ease the suffering but lack the necessary elements to truly restore hope and opportunity.
Moreover, at the root of the issue lies the paradigm or outlook of the numerous non-profit organizations working tirelessly to help our society with its homeless problem. Many have been operating for decades and built their entire infrastructures according to this flawed paradigm.
The majority have setup and operate [at public expense] huge "Emergency Shelters" where they attempt to apply one-size-fits-all "bandaids" to a problem that requires individualized solutions that take into account, the present experience of each individual human being.
OPERATING FROM A FLAWED PARADIGM

This [blanket] approach fails, as it will inevitably lead to the inefficient squandering of valuable resources on temporary fixes.
Everybody gets a bed, a hygiene pack and a meal for today but tomorrow is another day and the ongoing problem we are failing to address is that every single person who received a bed, hygiene pack and meal yesterday, has lost all opportunity in life - and many have lost all hope.
Programs receive millions of dollars from public funds and all of the good people working on the front lines are paid their well deserved salaries.
At the point of contact with homeless human beings valuable resources are wasted on ineffective methods and the vicious cycle of inequality continues spiraling downward.
WE ASSERT THE NEED FOR A PARADIGM-SHIFT
Into a view that would include addressing the root cause, or reason why human beings in our society are ending up homeless.
The ever growing disparity on the planet and the resulting economic inequality which has infected our society like a plague.
Homelessness is not the problem, but rather, only a symptom of economic inequality.
To find a truly effective solution for the problem of homelessness in our city, we must provide more than emergency shelters and this can be accomplished in direct collaboration with the stakeholders.
Removing the problem from the hands of a centralized "Government" to apply our own collaborative community action to bring about the desired change.
THROUGHOUT THE CITY AND COUNTY
Residents have suffered attacks in their own neighborhood.
Business owners arrive in the morning to find that they must clean urine or feces from in front of their business before they can open for the day.
Entire areas where homes, cars and businesses are frequently vandalized, neighbors are on-edge, scared to go out in their own community.
The stakeholders from affected communities want a solution, and as contributors [taxpayers] they deserve a solution.
Yet for decades they have been paying taxes, contributing to the public treasury, watching from the sidelines, and patiently waiting for the centralized government to solve the problem, to no avail.
THE SOLUTION INVOLVES THE STAKEHOLDERS
We assert that any truly effective solution will involve going directly to the stakeholders and helping them understand that the root cause of homelessness is the much deeper problem of economic inequality.
Providing an autonomous vehicle empowering the stakeholders to do more than just watch from the sidelines.
Eliminating the middle-man ("Government"), enabling stakeholders to direct their funds into solutions which they control, that will finally enable them to clean up, beautify and restore their communities.
Thereby, circumventing the existing system where year after year, the government and non-profits keep, divert or waste most of the funds contributed in the form of taxes by the stakeholders; in a wasteful shell-game where human beings are shuffled around from one "emergency shelter" to another until they eventually end up back on the streets of our communities.
